Saskatchewan Council (D2) The Saskatchewan Council (D2) is based in Saskatoon and represents over 900 members living across the province of Saskatchewan. Our council is combined with that of Manitoba Division #1 and together we are known as the Prairie Region within the National Council. Manitoba has two national directors and Saskatchewan has one. These directors are there to serve the membership as liaisons between pensioners/surviving spouses and Canadian National Railways. If you are thinking about joining the Saskatchewan Council, please select council D2, on your membership application. The executive of the Saskatchewan council are your volunteers to assist you in any way that we can on items associated with your CN pension, benefits or CNPA health care with Blue Cross. Council Newsletter The Saskatchewan Council issues a newsletter 5 times per year. It provides information to our members from the National Council, from the Health Care Committee concerning the Blue Cross Health Care Plan, and from the CN Pension meetings held four times per year. It also includes information from our local meetings and from pensioners/surviving spouses in our local communities that forward information to either our meetings or directly to the Newsletter Editor. The newsletter also keeps you up to date on the latest on savings on travel, reductions on automobile purchases, home/car/travel insurance, hotel stays, scholarships for children/grandchildren, etc. This newsletter goes to those who have signed up to the Saskatchewan council only and so, it is not available online. The newsletter can be received electronically by email and this is our preferred method as it saves the council mailing costs. As well, by choosing this option, you will receive the newsletter approximately five days earlier than via Canada Post and it will be in colour rather than a black and white mailed copy. To receive it electronically, you still must be a member in good standing. We currently have close to 500 pensioners/spouses that receive it by email. Our History The Saskatchewan CNR Pensioners Assoc. was founded in February 1985. In the words of Stan Plue, one of our founders... "When I retired in 1982, and after a year of talking with people I worked with, and associated with when working, I thought it would be a good idea if we had an organization where we could meet and visit. It became that 23 Pensioners formed the C.N.R. Pensioners Assoc. in Saskatoon in 1985. We had a lot of help from trades people on the C.N. but the person that made this all happen was Mr. Russ Pelesh who was the District Superintendent at the time, headquartered in Saskatoon". Rail Safety Week 2024 Help CN to Spread the Rail Safety Message Held annually in September, Rail Safety Week is a great opportunity to inform the public about the importance of rail safety and the risks of trespassing and not obeying signs and signals at grade crossings. This year, Rail Safety Week 2024 will be held in Canada, the United States and Mexico from September 23-29. Operation Lifesaver, and its partners, created Rail Safety Week in 2003 to raise public awareness of the potential dangers at railway crossings and from trespassing on railway property. Since then the momentum has grown and together with our partners at Operation Lifesaver, CN will join forces again this year to promote public rail safety in communities throughout our network across North America. Your experience, insight, and commitment can truly make a difference in promoting safety around railway tracks and crossings. Dealing with the Death of a CN Pensioner You may be here because you recently lost a loved one or are assisting someone who has. If so, we would like to extend our deepest condolences to you and the family from everyone at the CN Pensioners Association (CNPA). It is always heartbreaking when we hear that a fellow CN Pensioner or their spouse or survivor has passed away. We recognize that this is a difficult time for the family and realize the issues you will face dealing with the loss. To assist family members manage what can be a difficult process, we have developed various checklists and links which may help make the process a bit easier. While we have attempted to list most usual items to be addressed or handled, the lists are not exhaustive and will not address every unique or unusual situation. Accordingly, you may often need specific professional, legal, financial or other outside support and we encourage you to get all the assistance you may require. These checklists were primarily developed to assist those receiving a CN Pension. Other CN retirees may also find the non-CN Pension information helpful. 1. Contact CN Pension and Benefits Administration When a CN Pensioner passes away, there are a number of things the spouse or family needs to do, but one thing that is important is to contact CN Pension & Benefits Administration as quickly as possible. Call them at: 1-800-361-0739 – Monday to Friday, from 8 AM to 6 PM Eastern Time CN Pension & Benefits Administration will ensure that necessary paperwork gets started and if there is an eligible spouse, that there is limited delay in managing their survivor pension. In addition, by contacting them, they will: Get all the necessary information from you to start managing the process. This includes mailing specific forms/documents related to the pension, for completion, signatures and submission back to them. Start the process for an eligible survivor pension. If there is a CN sponsored life insurance policy, CN Pension & Benefits Administration will notify the insurance company who will then write the spouse or estate and provide information on how to file a claim. If the CN Pensioner was a member of the CN Pensioners Association, this membership will be cancelled with the last pension payment. If the surviving spouse wishes, they may re-enroll via the application form that will be provided in the package from CN Pension & Benefits Administration. Who should call CN Pension & Benefits Administration? If there is an eligible spouse, and they are able to, they should be the person to call. Someone who is registered with CN Pension & Benefits Administration as a Power of Attorney for the deceased CN Pensioner, or the spouse of the deceased CN Pensioner. The person designated as the Executor/Administrator of the estate of the deceased CN Pensioner. If none of the above are available, a family member who is acting for the deceased. What information should they have on hand when they call? The unique 6 digit Personal Identification Number (PIN) of the deceased CN Pensioner. This may be found on previous annual pension statements, CN pension deposit notices, CN tax slips, a CNPA membership card, the original retirement forms or CN correspondence. The date of birth and the date of death of the CN Pensioner The residential address of the deceased CN Pensioner The Social Insurance Number of the deceased CN Pensioner If there is an eligible spouse of the deceased pensioner and they are contacting CN Pension & Benefits Administration, or if someone acting on behalf of the spouse is calling, they should also have the following information available about the spouse: Spouse’s date of birth Spouse’s Social Insurance Number Spouse’s residential address – especially if it will be different than the deceased pensioner Spouse’s phone number Bank account information An Estate Executor or a Power of Attorney or Administrator acting on behalf of the deceased CN Pensioner or the surviving spouse would need all the preceding information when calling Following the call, a package will be prepared and mailed to the appropriate person or party and will include various forms to complete and a list of required documents to provide (such as a copy of the death certificate for example). Although the payment of the survivor pension may commence following the notification of the member’s death, it may be suspended if the required documents aren’t received in a timely fashion after the package has been issued. In the event that there is no eligible spouse at time of death, there is still the possibility that there may be a benefit payable. CN Pension & Benefits Administration will provide all necessary information in this regard to the appropriate person or party. NOTE: When a CN Pensioner passes away, and their eligible surviving spouse commences receiving their survivor CN pension, the surviving spouse is now considered to be a CN Pensioner, and will assume the PIN of the deceased CN Pensioner. If a surviving spouse deceases, the processes listed above for a deceased pensioner will now apply to this surviving spouse. If the CN Pensioner had a CN Travel Pass – they should contact CN Pension and Benefits Administration and ask about continued eligibility. 2. Health Care Plan for CN Pensioners Was the CN Pensioner enrolled in the CN Pensioners Association Health Care Plan administered by Medavie Blue Cross under Plan number 93115? If they were, when contact is made with CN Pension & Benefits Administration, they will advise Medavie Blue Cross of the individual’s passing. If the CN Pensioner’s spouse was covered under the Pensioner member’s plan, Medavie Blue Cross will continue coverage for the spouse at no charge but for only two (2) additional months. These 2 months provide time for the new pension papers to be processed and allows an eligible surviving spouse the opportunity to reapply for coverage if desired. Important - The original policy for the deceased pensioner, that included the spouse, will be cancelled at the end of the 2 month free period for the spouse and the current Blue Cross cards will be invalidated. An eligible spouse must REAPPLY if desired. If there is an eligible spouse who will be receiving a CN survivor pension, included with the pension documents that will be sent from CN Pension & Benefits Administration will be a new Medavie Blue Cross information package & application. If the eligible spouse is interested, they can join/rejoin the CN Pensioners Association Health Care Plan. Even if the CN Pensioner and/or the eligible spouse was not previously covered by the CN Pensioners Association Health Care Plan, an eligible spouse will still receive a Medavie Blue Cross information package and application and may submit their application to join the Plan. An eligible spouse who intends to apply or reapply must submit their application form to Medavie Blue Cross in the enclosed enveloped within 60 days of receiving their survivor pension. If not, they will not be eligible to reapply later. (Exceptions may apply in Quebec) If the Spouse is not eligible for the CN survivor pension, they will also not be eligible for CN Pensioner Blue Cross Plan coverage. If there were any outstanding medical claims not previously submitted, please submit them as quickly as possible. If unsure about the process on how to claim or time limits, call Medavie Blue Cross at 1-866-660-7670. If there was NO eligible surviving spouse or if the surviving spouse chooses NOT to apply for coverage, the spouse or estate should contact Medavie Blue Cross at 1-866-660-7670, as there may be a reimbursable overpayment of premium. If the SPOUSE of a current covered CN Pensioner deceases, the Pensioner should contact Medavie Blue directly to review options to change their coverage. CN Post Retirement Health Care Spending Account Some former unionized CN Pensioners may receive this benefit from Canadian National following retirement between the ages of 55 and 65. If the deceased pensioner is between those ages, please contact Medavie Blue Cross at 1-866-660-7670, who administers this benefit for CN. Non-CN Pension Related Information While the CN Pensioners Association is not directly involved with the various Canadian/Provincial government agencies, we have listed some of the contacts of the primary agencies which many of our pensioners may receive benefits from and other items to consider. In addition, Contact information is provided below for Via Rail, Marine Atlantic and CN/CP Telecommunications Pensioners. Canada Pension – Québec Pension Plan – Old Age Security – Canada Revenue Agency Many pensioners receive these benefits and when someone passes away, like CN, they must be notified to stop payments and process any survivor benefits. To learn more about notifying the various affected Canadian government agencies visit: Canadian Government Notification of Death You will need Proof of Death and the deceased CN Pensioner’s Social Insurance Number (SIN) Canada Revenue Agency (CRA) – Reporting Death page or call 1-800-959-8281 Québec Pension Plan (QPP) – Reporting Death page or call 1-800-463-5185 Service Canada handles the Canada Pension Plan (CPP) and Old Age Security (OAS) Plans as well as the Guaranteed Income Supplement (GIS) For Service Canada - visit Service Canada or call 1-800-622-6232 – to notify of death and review any potential survivor or death benefits. Service Canada can also advise on cancelling a passport. Registering the Death Your province requires the death to be registered. A funeral home typically will register a death within the province, and if they provide you with a death certificate, it means the death HAS been registered. If you don’t utilize a funeral home and don’t have a death certificate, you will usually need to notify the provincial department of Vital Statistics or provincial Services department. CNPA National Scholarship Program The CNPA SCHOLARSHIP PROGRAM is sponsored by the National Council of CN Pensioners (CNPA). Its purpose is to financially assist the educational pursuit and career development of families of the CN Pensioners Association Contributing Members. Subject to annual CNPA approval, the Program provides 25 - $1500 one-year scholarships for each fall school year. The scholarships are distributed and available as follows: five $1,500 scholarships in each of the 5 Canadian regions (Atlantic, Quebec, Ontario, Prairie, and Mountain). Eligibility Applications are accepted from children, grandchildren, great grandchildren (includes legally adopted and stepchildren and step grandchildren) of CNPA Contributing Members. Applicants must have a minimum 80% grade average over the most recent 2 full academic school years in order to be considered. Applicants are assessed based on a combination of their marks and several other important weighted factors. These may include: community involvement, personal and academic achievements, extracurricular activities, career objectives and other relative information provided by the applicant. The resume and a detailed covering letter can provide a significant amount of this very valuable information used in the evaluation process. Members Programs & Benefits So what sorts of programs & benefits does the CNPA manage or provide to you? Health Care - On your behalf, and with the assistance of key partners, we manage one of the better retirement health care plans in Canada. Available to contributing CNPA members, the CNPA Health Care Plan for CN Pensioners from Blue Cross (#93115) provides you and your spouse coverage for some of those extra costs you might incur that are not covered by your province. Support for the plan comes from the CNPA Health Care Committee , a dedicated group of volunteer pensioners who help make sure we have a plan that fits our needs at a reasonable price. Pensions - The CNPA acts as an equal partner on the CN Pension Committee which approves your pension increases. Our Pension Committee makes sure that our voices are heard. Scholarships & Bursaries - Contributing member's children, grandchildren and even great-grandchildren get access to our annual CNPA Scholarship Program which offers 25 scholarships across the 5 Canadian regions. In addition, the Quebec, Ontario and Manitoba councils also offer trade bursaries for the families of those members residing in these regions National Newsletter - The newsletter is issued three times per year with relevant and interesting information. Some regional and local councils also offer regular newsletters to provide update and information closer to home. CNPA Government Liaison Officer & Committee - This role who advocates with various federal agencies on behalf of the National Council and pensioner membership on matters that may impact the objectives of our organization as well as the quality of life of our pensioners. The committee members have a similar mandate with focus on their particular region. CNPA National Website - cnpensioners.org is managed by CNPA volunteers to provide you with an online resource for relevant and important information, keeping you up to date on what is happening across the country or to provide you with the latest information on your pension, health care offerings to the membership, CNPA news, members discounts, etc. Some regional and local councils have their own websites to keep their members up to date on specific topics in their area. CNPA Facebook Pages - Offered in both English and French , these pages provide another convenient method of keeping you informed on relevant information. As well, some regional and local councils offer their own Facebook pages Member Discounts - CNPA members can benefit from discounts on car rentals, hotel stays, car, home or travel insurance and more from a variety of vendors. In addition, those who subscribe to the CNPA Health Plan are also eligible for additional savings through Blue Cross CN Communications - Only contributing CNPA members will annually receive the CN Calendar and the "CN in the Community" brochure. Meetings & Events - CNPA m embers are invited to attend various events coordinated by the local councils across the country. Most hold regular meetings where guest speakers are invited to speak on current or special issues affecting seniors. CN Railroaders in the Community CN is proud of the hundreds of employees, their families, and retirees who give generously of their time to local causes through our CN Railroaders in the Community (RRITC) program . These volunteers are part of the social fabric of the many cities, towns and villages across our entire North American network, helping to make their communities better places to live and work. CN supports their efforts by providing charitable donations to the organizations where CN railroaders volunteer. Each hour of volunteer work earns a $15 reward, up to a maximum of 220 hours or $3300 per retiree per year (including volunteer hours completed by their spouse/surviving spouse). There is no limit to the number of organizations a CN retiree and the spouses/surviving spouses of CN retirees can volunteer with. We are also happy to confirm that if you have already started volunteering in your community this year, any volunteer hours accumulated since January 1 for a recognized charity will qualify for a reward in the same calendar year Thanks to CN's digital platform SPARK , you can easily track your volunteer hours and see when the donation to your charity was made. NOTE: For those retirees who have tried to log in for the first time and have followed the new log in procedure, but are still experiencing difficulties accessing the new platform, please email railroadersinthecommunity@cn.ca . Please be sure to include your full name as it appears on your CN Pension Statement as well as your CN PIN number. If it is just a password issue, they can assist you by creating a new password for you. However, if it turns out to be a technical issue, they will be unable to assist you until the issue has been resolved between CN and Benevity. Until then, CN advises those retirees to keep track of their volunteer hours so that they can be entered into the system once CN notifies your access to the system has been fixed. Incentive Bonus: If you are a contributing member of the CNPA (paying your $1 per month membership), CN will give an additional reward of $100 to one of the charities you volunteered for. This is another great reason to become a member of the CNPA (if you're not already one) and to enter your volunteer hours for the current year into the platform before Dec. 31. How the Incentive Bonus Works : At the end of each calendar year, the CNPA will send a list to CN of all retirees who have paid their membership fee. CN will cross-reference this list with the retirees who applied for volunteer awards in RRITC in that calendar year. Through the Spark website, CN will send $100 to a single charity that each member volunteered for. If a member volunteered for more than one charity, CN will contact the retiree in early January to ask them which charity should receive the bonus $100. The bonus payments will be entered in January with the funds being transferred by mid-February. Please note that there is one (1) $100 bonus per PIN and applies equally to surviving spouses. As the RRITC program ends December 31st and restarts January 1st annually, all awards are reset. Therefore, any volunteer hours for the current year should be entered into Spark in that year in order for the bonus to be paid out in January/February. In order to qualify for the bonus $100 for your charity, the minimum volunteer time is just one hour. 2025 CNPA Scholarships Winners The CN Pensioners’ Association Scholarship Committee has now completed the 13th year of our scholarship program. The awards in the amount of $1,500 each to children, grandchildren and great-grandchildren of “contributing” members of the CNPA have been mailed to the successful applicants. The success of this project will be discussed thoroughly at our Annual Directors' Meeting in November 2025 with the possibility of offering it once again for the 2026-2027 scholastic year. In addition to the 25 CNPA National Council awards, there were several $1,500 bursaries and scholarships administered and awarded by Regional/Provincial or Local Councils to eligible candidates: Moncton Council No. 1 funded 2 additional scholarships for applicants that were sponsored by Moncton Council members Quebec region funded 2 trades bursaries in honor of Luc Grenier. Ontario Provincial Council also awarded an additional bursary Manitoba Provincial Council awarded five Harvey Hosfield bursaries and a trade bursary The Scholarship Committee and all the local selection committees (27 volunteers, most with several years participation) would like to take this opportunity to thank CN Pensioners/survivors and their families for their interest and participation in this program. We thank all those applicants who took the time and effort to prepare their professional submissions. In particular, the students all deserve hearty congratulations for all the volunteer work they perform in their communities. This year we received 203 applications. Sadly 42 were rejected for various reasons under the submission rules. Disqualifications were primarily due to no résumé submitted, missing or incomplete marks, the applicant’s parent or grandparent not being a CNPA contributing member, unacceptable or no proof of registration. In addition, this year we had a new problem - secure documents from the student or an educational institution that we could not open or forward. If we can not open or forward documents, or if documents come from multiple sources, the application will be rejected! Only straight simple unprotected PDF documents are accepted. All submitted documents are deleted each year from all selection committee mail files at the end of the selection process. Then you can join here Why Membership Matters Membership consists of retired CN employees, surviving spouses and honorary members as well as retirees and their spouses from groups formerly connected with CN (i.e. VIA Rail and Marine Atlantic). Active employees can be admitted as social members without voice or vote. "Bridged" employees are also eligible for membership to the CN Pensioners' Association. Although we advocate on behalf of all CN Pensioners and surviving spouses as volunteers, operating expenses are a reality. If you are not already a contributing member, by becoming one for only $1.00 a month, you can help defray such expenses. Your $1 per month will entitle you to several membership benefits and as information, approximately $0.83 of your $1 per month is returned to your local council of choice for their use. CN & Hockey Helps the Homeless Thank you to those CN Pensioners who supported Hockey Helps the Homeless during the 2024–2025 season. Your time and energy helped raise $7.8 million for local shelters and housing programs across Canada. Team CN showed up in full force: 162 players and 46 volunteers across 8 cities stepped onto the ice alongside former pro players, all united by one goal: to help shutout homelessness. About Hockey Helps the Homeless and CN Starting in 2024, CN signed on as the Premier National Partner with the Hockey Helps the Homeless (HHTH) program (details here ). The program consists of organizing and holding hockey tournaments in locations across Canada and where available, they include NHL, AHL, etc. alumni, local teams and where there is sufficient interest, a CN team (active employees). Since 1996, Hockey Helps the Homeless Canada, a not-for-profit hockey charity with over 25,000 donors, 3,500 players, and 1,000 volunteers, has granted over $28 million to face-off against homelessness. Everyone from community participants to NHL players and Olympians participate annually and "play with purpose to combat homelessness." 100% of net proceeds stay local in the city the tournament is in. HHTH partners with over 60 local homeless support agencies across Canada. For more information about Hockey Helps the Homeless events, please visit www.hockeyhelpsthehomeless.com . CN and HHTH are looking for volunteers to help make these events a success. Each event needs a group of volunteers to perform various duties during the tournament.
