2025 CNPA Scholarships Winners The CN Pensioners’ Association Scholarship Committee has now completed the 13th year of our scholarship program. The awards in the amount of $1,500 each to children, grandchildren and great-grandchildren of “contributing” members of the CNPA have been mailed to the successful applicants. The success of this project will be discussed thoroughly at our Annual Directors' Meeting in November 2025 with the possibility of offering it once again for the 2026-2027 scholastic year. In addition to the 25 CNPA National Council awards, there were several $1,500 bursaries and scholarships administered and awarded by Regional/Provincial or Local Councils to eligible candidates: Moncton Council No. 1 funded 2 additional scholarships for applicants that were sponsored by Moncton Council members Quebec region funded 2 trades bursaries in honor of Luc Grenier. Ontario Provincial Council also awarded an additional bursary Manitoba Provincial Council awarded five Harvey Hosfield bursaries and a trade bursary The Scholarship Committee and all the local selection committees (27 volunteers, most with several years participation) would like to take this opportunity to thank CN Pensioners/survivors and their families for their interest and participation in this program. We thank all those applicants who took the time and effort to prepare their professional submissions. In particular, the students all deserve hearty congratulations for all the volunteer work they perform in their communities. This year we received 203 applications. Sadly 42 were rejected for various reasons under the submission rules. Disqualifications were primarily due to no résumé submitted, missing or incomplete marks, the applicant’s parent or grandparent not being a CNPA contributing member, unacceptable or no proof of registration. Saskatchewan Council (D2) The Saskatchewan Council (D2) is based in Saskatoon and represents over 900 members living across the province of Saskatchewan. Our council is combined with that of Manitoba Division #1 and together we are known as the Prairie Region within the National Council. Manitoba has two national directors and Saskatchewan has one. These directors are there to serve the membership as liaisons between pensioners/surviving spouses and Canadian National Railways. Council Newsletter The Saskatchewan Council issues a newsletter 5 times per year. It provides information to our members from the National Council, from the Health Care Committee concerning the Blue Cross Health Care Plan, and from the CN Pension meetings held four times per year. It also includes information from our local meetings and from pensioners/surviving spouses in our local communities that forward information to either our meetings or directly to the Newsletter Editor. The newsletter also keeps you up to date on the latest on savings on travel, reductions on automobile purchases, home/car/travel insurance, hotel stays, scholarships for children/grandchildren, etc. This newsletter goes to those who have signed up to the Saskatchewan council only and so, it is not available online. The newsletter can be received electronically by email and this is our preferred method as it saves the council mailing costs. As well, by choosing this option, you will receive the newsletter approximately five days earlier than via Canada Post and it will be in colour rather than a black and white mailed copy. To receive it electronically, you still must be a member in good standing. We currently have close to 500 pensioners/spouses that receive it by email. Our History The Saskatchewan CNR Pensioners Assoc. was founded in February 1985. In the words of Stan Plue, one of our founders... "When I retired in 1982, and after a year of talking with people I worked with, and associated with when working, I thought it would be a good idea if we had an organization where we could meet and visit. It became that 23 Pensioners formed the C.N.R. Pensioners Assoc. in Saskatoon in 1985. We had a lot of help from trades people on the C.N. but the person that made this all happen was Mr. Russ Pelesh who was the District Superintendent at the time, headquartered in Saskatoon". Program members have access to exclusive savings on Ford and Lincoln vehicles. CNPA members can access the program at www.fordpartner.com . You will need your Social Insurance Number (SIN) in order to complete the PIN request (last 4 digits only) and your PIN and proof of CNPA membership at the dealership Choose your country/language preference and use the CN/CNPA partner code - KX0E7 (a "zero" not the letter 'O') to enter the portal. Within the program portal, you can research vehicles, review plan rules and create your personalized PIN. To generate your PIN, you will need to enter the last 4 digits of your Social Insurance Number in the field labeled "Last 4 digits of NAS" as well as the other required information (name and address). Once you have your PIN, follow the instructions on how to use that PIN and proof of your CNPA membership to access Ford pricing discounts at any Ford dealer.

The CN Pensioners Association National Council helps not only its membership but the regional and local councils. The National Council provides leadership in the areas of health care, pensions and scholarship as well as publishing a national newsletter. National Council The National Council consists of 17 Directors, 16 of which are elected - three (3) each elected by the five (5) regional/provincial councils plus one (1) elected from the Newfoundland provincial council. The final director is the CNPA Past President. The Executive Officers of the National Council are the President, a First Vice-President, four (4) Vice-Presidents (one from each regional/provincial council excluding the regional/provincial council which the First Vice President represents), a Treasurer, an Executive Secretary, a Membership Chair(s) and the Past President. Ontario Provincial Council Scholarship In addition to the 5 National awards of $1500.00 each for the Great Lakes Region, the Ontario Provincial Council (OPC) is offering an additional scholarship of $1500.00, available to eligible applicants. The OPC scholarship program will follow the same rules, procedures and dates as the National Program and will be awarded to the sixth winning Great Lakes Region scholarship applicant. The 2025 award winning OPC applicant will be eligible to re-apply for the 2026 National Scholarship and a National winning scholarship applicant may apply for the 2026 OPC program. Unsuccessful qualified applicants may re-apply for either subsequent program.

Quebec Health Care Options Effective January 1, 2022, the Health Care Plan for CN Pensioners no longer offered health care coverage for Quebec pensioners under the age of 65. However, the Régie de l'assurance maladie du Québec (RAMQ) has advised that CN Quebec Pensioners under the age of 65 are eligible to join RAMQ's Public Prescription Drug Insurance Plan (RAMQ's Plan) as of January 1, 2022, which may provide significant premium savings to you. Why This Change In 2019, RAMQ reviewed the participation terms for the Health Care Plan for CN Pensioners and thereafter revised the eligibility requirements to join RAMQ's Plan. Understanding the potential for premium savings under RAMQ's Plan, the CNPA decided to cancel access to the Health Care Plan for CN Pensioners to allow unrestricted potential access to RAMQ's Plan. Of course, under provincial regulations, Quebec pensioners under age 65 cannot opt for RAMQ's Plan if they are eligible for another private group benefits plan that covers prescription drugs. About RAMQ's Plan and Rules In Quebec, all residents are required to have prescription drug coverage. Coverage is available through RAMQ's Plan or through private group benefits plans provided by an employer or association. If you have access to a private group benefits plan that covers prescription drugs, you must be covered by that plan. Your spouse and dependent children must also be covered by that plan if they are under 65. At age 65, all Quebecers are automatically registered for RAMQ's Plan, and you have the choice to be covered by that plan only, by a private group benefits plan that covers prescription drugs or a combination of both. RAMQ provides Comprehensive Drug Coverage - Lower Premiums - Premiums paid directly through income taxes Joining RAMQ is easy. Registration can be completed by: Telephone at 1-800-561-9749, or Online at http://www.ramq.gouv.qc.ca/en/citizens/prescription-drug-insurance What happens if I am over 65 when I retire or will be turning 65 The Health Care Plan for CN Pensioners has been maintained and is available for those who are over age 65 where different rules apply. Eligible CN Pensioners and their spouses will have the option to join the Health Care Plan for CN Pensioners (or stay in the RAMQ's Plan at that time or both). This would be a one-time choice you will have to make when you reach age 65, and you should receive communication from CN Pension & Benefits Administration (1-800-361-0739) in advance of your 65th birthday or with your retirement package after 65. Optional Extended Health Care Coverage As RAMQ's Plan only covers prescription drugs that are listed on the RAMQ formulary, you may choose to buy an optional individual extended health care coverage available from various National or Quebec insurance providers to meet your additional needs. Atlantic Region Council (A1) The Atlantic Region is comprised of 5 local councils in the provinces of New Brunswick and Nova Scotia. The Atlantic Region Council is the "umbrella" group that assists the various local councils. It consists of a President, Vice-President, Secretary-Treasurer and one Director from each of the local councils in the Maritime Provinces. All Executive position are elected on an annual basis. There are 3 Directors elected to the National Council to represent this geographical area. The Atlantic Region also has (1) Pension Committee Representative and (1) Health Care Representative. These representatives meet regularly in Montreal to ensure that all information regarding pensions and benefits are as good as we can expect. Note that there are local contact people in 3 areas were councils used to exist - Halifax, Truro and Prince Edward Island As well, there are 2 local councils in the province of Newfoundland & Labrador - A8: South West (Port aux Basque) and A9: St. John's Branch - who operate independently with 1 Director elected to the National Council for the province. Rail Safety Week 2024 Help CN to Spread the Rail Safety Message Held annually in September, Rail Safety Week is a great opportunity to inform the public about the importance of rail safety and the risks of trespassing and not obeying signs and signals at grade crossings. This year, Rail Safety Week 2024 will be held in Canada, the United States and Mexico from September 23-29. Operation Lifesaver, and its partners, created Rail Safety Week in 2003 to raise public awareness of the potential dangers at railway crossings and from trespassing on railway property. Since then the momentum has grown and together with our partners at Operation Lifesaver, CN will join forces again this year to promote public rail safety in communities throughout our network across North America.
